We start with a 30-minute call
We reply to requests from public authorities within 48 working hours at most. The call commits you to nothing: afterwards you will know whether it makes sense to ask for a proposal.

The questions we hear most often
No. There is no legal obligation to draw up this exact document. The administration has other mandatory documents, which the strategy does not replace. The service is useful where information about risks is scattered and investments are not prepared.
It depends on the scope of the analysis, the data available and the activities contracted, including field activities. After the 30-minute call we send you a technical and financial proposal, broken down by stage. The price is set once we know the scope of the work, which is why we do not publish it on the site.
You can, if you have the people and the time. The hard part is not the drafting but gathering information from different departments, checking funding conditions in their published form and ranking investments on criteria you can defend before a local council. On handover, the document belongs to the administration, in editable formats, so that it can update it itself.
The analysis starts from the existing documents: urban planning documentation, the local development strategy, the plans of the voluntary emergency service and the Risk Analysis and Coverage Plan (Planul de analiză și acoperire a riscurilor, PAAR). It builds on them and completes them, without replacing them. Mandatory documents remain mandatory, in their own form.
Sensitive information is handled under the beneficiary's rules on classification and access. The contract sets out what goes into the version intended for the public and what stays in annexes with restricted circulation. Such information is not sent through the form on this site.
The contract is concluded between the Romanian Smart City Association and the beneficiary institution, through the applicable procurement procedure. The team members and the project manager are named in the technical proposal.
