Funding to analyse for local projects
The right sources depend on the investment, the location, the applicant and the conditions of the call. The Local Resilience and Civil Protection Strategy helps prepare the portfolio; eligibility and funding are verified for each project.
Kept separate: calls with published documentation, programmes to watch and context instruments
What was open on the verification date
Modernisation Fund: solar energy and storage for public institutions
What it is. Two programmes for public institutions: generating electricity from solar sources for own consumption, with integrated storage, and energy storage for institutions that already have generation installations.
Eligible applicants. Public institutions, including town halls and county councils, public hospitals and state universities.
Allocation. EUR 500 million for the first programme, EUR 150 million for the second.
Funding. Up to 100% of eligible costs, with an announced ceiling of EUR 10 million per beneficiary.
Verified status. Open. The guides were approved by order of the Minister of Energy, and submission opened on 11 September 2026. The deadline and the institution to which applications are submitted differ between public sources, so they must be read in the applicant's guide before preparing the application file. Applications are taken in order of registration, until the budget is exhausted.
Why it is listed here. It is not a civil protection programme, but backup power for essential buildings and services is one of the measures that frequently appear in the action plan.

Checked: 14 October 2026Civil protection and sheltering: no open call
On the verification date there was no open call, with a published applicant's guide, dedicated to civil protection, sheltering or community resilience, to which an administrative-territorial unit (UAT) could apply.
The regional call for defence infrastructure and the protection of critical infrastructure had been announced, without a published guide. Details in the next section.
The other calls for public buildings, green infrastructure, education or digitalisation open at their own pace, at the eight Regional Development Agencies (ADR) and at the ministries. The current list is published by each programme's managing authority.
Announced, in preparation or with the round closed
Each sheet states what has been verified and what has not. Status and deadlines must be rechecked at the official source before any decision.

Checked: 14 October 2026Interreg VI-A NEXT Hungary-Slovakia-Romania-Ukraine
Eligible territory. Only the programme's eligible area, not the whole of Romania.
Eligible applicants. Cross-border partnerships, under the conditions set in each call's guide.
Verified status. The second call is closed, with deadlines of 29 January 2026 for small projects and 26 February 2026 for projects with an infrastructure component. 168 applications were submitted, requesting more than EUR 97 million, against an allocation of EUR 28.5 million. A new call had not been announced on the verification date.
Worth noting. The oversubscription shows that a published allocation is not an accessible amount. There are also other Interreg programmes, with other eligible areas.

Checked: 14 October 2026Regional and national programmes
Why they are not listed here. Calls for public buildings, green infrastructure, urban regeneration, education or digitalisation open and close at their own pace, at eight Regional Development Agencies and several ministries.
What we do in the analysis. For each project sheet in the portfolio we note the instruments that may be considered and their conditions, as published at the date of the analysis, plus what remains to be checked when the call is launched.
Where to check. With the programme's managing authority and on mfe.gov.ro (Ministry of Investments and European Projects, in Romanian) ↗.
Checked: 14 October 2026Instruments that are much talked about, but to which a town hall does not apply
They often appear in the press next to the word “defence”. None of them is a source of grants for a Romanian administrative-territorial unit.
SAFE, Regulation (EU) 2025/1106
What it is. An instrument through which the Union grants loans to Member States for defence investment, with an envelope of up to EUR 150 billion. The loans are granted exclusively to Member States, which then award the contracts.
Romania. Loan agreement signed in May 2026, for EUR 16.68 billion, with a first tranche of around EUR 2.5 billion received in August 2026 and an availability period until 31 December 2030. The plan submitted to the Commission provides around EUR 4.2 billion for national road infrastructure. The funds are managed by the Ministry of Finance.
What it means for a town hall. There is no call and no application. Nor is any access gained simply by partnering with a defence industry company.

Checked: 14 October 2026EDIP, Regulation (EU) 2025/2643
What it is. The European Defence Industry Programme, in force since 30 December 2025, with EUR 1.5 billion for 2025-2027, of which EUR 300 million is for the Ukraine Support Instrument.
Who it is for. Industry and its supply chains, not local government.
Worth noting. EDIP and the European Defence Fund are separate instruments, each with its own rules. One is not cited in place of the other.
Official source. eur-lex.europa.eu ↗
Checked: 14 October 2026Regulation (EU) 2025/1914
What it is. The amendment to the regulations on the European Regional Development Fund (ERDF), the Cohesion Fund and the Just Transition Fund, which allows Member States to redirect their 2021-2027 programmes, among other things towards defence and strategic priorities.
Why it is listed here. It is the legal basis for priorities such as the one in the Bucharest-Ilfov Regional Programme. It does not mean that every regional development agency will launch a similar priority: each programme is amended by its own decision, and we do not confirm calls that do not exist.
Official source. eur-lex.europa.eu ↗
Checked: 14 October 2026Seven distinctions that change a decision
An approved priority does not mean an open call: submission becomes possible once the guide is published. A programme's allocation is not an amount automatically available to a town hall. An expired deadline stays expired unless officially extended. Conditions met under one programme do not carry over to another. For Interreg, both the eligible area and the make-up of the partnership matter. Dual use does not in itself confer eligibility; the conditions of the instrument do. And the same expenditure cannot be funded from two instruments.
The portfolio is prepared before the call, not after
The analysis establishes which investments the community needs and which conditions must be met for each. When a call opens, the administration knows what it is submitting and what it still lacks.
